Live casino bet limits in Kenya: minimums, maximums and why they exist

The smallest bet allowed at an online live table in Kenya is twenty shillings, under section 71(1) of the Gambling Control Act, 2025. No maximum stake is set in the Act or the 2026 Regulations as gazetted. Each table's range is a setting the operator controls on the provider's platform, and VIP tables change seats and betting time.

What is the minimum bet at a live table in Kenya?

Twenty shillings is the legal floor for any online bet. Section 71(1) of the Gambling Control Act, 2025 says a player in an online gambling activity shall not bet an amount of less than twenty shillings, and s.2 defines online gambling as gambling by remote communication and on the internet. A dealer table streamed to your phone fits that definition, and so do the RNG table games that run without a dealer.

The minimum is meant to include savings. Under s.71(2), the twenty shillings is inclusive of a saving component for the player, to be determined by the Gambling Regulatory Authority in consultation with the Cabinet Secretary. The Act itself sets no figure for that component.

The rule binds the operator too. Under s.71(3), an operator that lets someone gamble online for less than twenty shillings commits an offence punishable by a fine of not less than three million shillings, up to five years in prison, or both. A table can ask for more than KES 20 per bet, but a licensed table cannot ask for less.

Is there a maximum bet under Kenyan law?

No maximum is set in the Act or the Regulations as gazetted. Neither the Gambling Control Act, 2025 nor the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 puts a shilling ceiling on one bet, one day's deposits or a player's losses. The highest bet at a live table is a choice made for that table, not a figure in statute.

The closest provision deals with counting, not money. Regulation 86(1) of the Conduct Regulations lets the Authority determine the maximum number of entries a participant may submit in any gambling activity, and r.86(2) makes entries above that limit invalid. It caps a number of entries, not the size of a stake.

The limits that do carry figures are the ones you set. Regulation 84(1) requires a licensee to give players accessible, real-time tools to control their gambling, and r.84(2) lists what those tools must include, from deposit limits to self-exclusion. Each tool is covered step by step in responsible gambling tools at a live casino table.

Who sets the limits on a live table?

A table's betting range is a setting, not a law. Pragmatic Play's live casino page says its back-end platform gives licensees visibility and control over table ranges, game table attributes and settings, and VIP limits. On that description, the studio runs the table while the operator decides which range its own players see.

Operators can also take a table for themselves. The same page says an operator can choose one or more dedicated tables or a fully dedicated environment. Two sites streaming from the same studio can therefore show different minimums and maximums.

The licence sits with the operator. Under s.67(1) of the Act, a person who wants to operate online gambling in Kenya must apply to the Authority for one of three online licences, one of which is the online casino licence. How that differs from the studio's role is explained in live casino licences for studios and operators.

Why do tables have minimums and maximums?

The provider pages describe the controls but publish no reason for any particular figure. The pay table shows the clearest one: a maximum caps the largest payout that a single round can produce. The minimum has a legal floor of KES 20, and anything above that floor is the operator's setting.

Illustrative example: a straight-up bet on one number in live roulette pays 35 to 1. A winning KES 1,000 bet returns KES 35,000 in winnings, and at KES 20,000 the win is KES 700,000. The maximum allowed on that one spot decides the largest payout a single number can produce in a spin.

Stake size also decides how fast a large win arrives. The Third Schedule to the Conduct Regulations sets online payout tiers: prizes up to KES 500,000 are paid automatically and immediately after basic identity verification, while prizes from KES 500,001 to KES 5,000,000 are paid by mobile money or bank transfer within five working days. The table applies those tiers to the roulette example.

The stakes above are examples, not the limits of any real table. Winnings exclude the returned stake.

What changes at a VIP table?

VIP tables change the pace and the number of players. Pragmatic Play states that its VIP Blackjack tables admit three unique players at a time, raise betting time to 20 seconds from the normal 14, and allow up to seven seats per player. Its VIP Roulette tables get the same 20-second betting time and a detailed bet history.

Privé Lounge tables go a step further. Pragmatic Play says only one player at a time can join a Privé Lounge Blackjack or Baccarat table, and that the player can use the chat box to ask for a dealer change, a reshuffle, a shoe change or a session of up to 90 minutes. Neither page publishes stake figures.

The stake range at a VIP table comes back to the operator. Pragmatic Play lists VIP limits among the settings its licensees control, so the figures can differ from site to site. Seats, dealer rules and payouts at a standard table are set out in live blackjack rules and payouts.

What limits the money you put in?

Three things cap a deposit before any table limit applies: your payment method, your account balance and the limits you set. The payment provider sets the first, the Act governs the second and the Regulations require the third.

M-PESA has its own ceilings. Safaricom's tariff page gives a maximum of KES 250,000 per transaction, a maximum daily transaction limit of KES 500,000 and a maximum account balance of KES 500,000. These are payment limits rather than gambling rules, but they cap any single M-PESA deposit.

Money must be in the account before it is staked. Section 73(3) of the Act allows a licensee to accept a wager only if the player's account holds adequate funds that the player has approved, and s.72(7) bars a licensee from helping a player bet by advancing credit or allowing credit cards. Section 74(1) separately forbids a licensee to provide credit to a player.

The one deposit limit written into gambling law is the one you set. Regulation 84(2)(a) of the Conduct Regulations requires a facility for setting deposit limits on a daily, weekly and monthly basis, and r.84(2)(b) adds loss, session and expenditure limits. No figures are prescribed, so the number is yours to choose.

What this guide does not cover

This page lists no operator's actual table limits, because they are set per site and change. It leaves out side bets, tax on deposits and withdrawals, and bonus terms. Help for anyone whose spending has gone past the limit they meant to keep is on the responsible gambling page.

Questions and answers

What is the minimum bet at a live casino table in Kenya?

Twenty shillings. Section 71(1) of the Gambling Control Act, 2025 forbids any online bet below that amount, and s.71(2) says the figure includes a savings component that the Authority is to set. Accepting a smaller bet is an offence for the operator under s.71(3). A given table may start higher, because the range above the legal floor is the operator's setting.

Is there a maximum bet at live casino tables in Kenya?

Not in law. No maximum stake is set in the Act or the Regulations as gazetted, so the top of each table's range is set by the operator through the provider's platform. The ceilings you control directly are your own limits under r.84(2) of the Conduct Regulations, such as a daily deposit limit or a loss limit.

Why do VIP tables have different limits?

Pragmatic Play lists VIP limits among the settings its licensees control, so the operator picks the range. The tables also run differently: Pragmatic Play's VIP Blackjack admits three unique players at a time and gives 20 seconds of betting time instead of 14. Its Privé Lounge tables take a single player. Neither page publishes stake figures.

Can I bet more than the money in my account?

No. Section 73(3) of the Gambling Control Act, 2025 lets a licensee accept a wager only when the player's account holds enough approved funds to cover it. Section 72(7) bars helping a player bet through advanced credit or credit cards, with an exception for free bets and bonus bets in the ordinary course of business, and s.74(1) bars giving players credit.

How much can I deposit with M-PESA in one go?

Safaricom's tariff page sets a maximum of KES 250,000 per M-PESA transaction, KES 500,000 in transactions per day and a maximum balance of KES 500,000. Those caps belong to the payment service, not to gambling law. Within them, the deposit limits you set with the operator under r.84(2)(a) of the Conduct Regulations decide how much reaches your account.
