Responsible gambling tools at a live casino table: deposit limits, reality checks and self-exclusion

Regulation 84 of Kenya's Gambling Control (Conduct of Gambling Operations) Regulations, 2026 makes every licensed operator give you real-time tools: daily, weekly and monthly deposit limits, loss, session and expenditure limits, reality-check pop-ups showing how long you have played, and self-exclusion of at least 24 hours. You choose the figures. The law sets no maximum.

Which tools must a live casino account offer?

The dealer, the wheel and the cards sit in a studio. Your limits sit somewhere else: in the account you hold with the licensed operator. Regulation 84(1) of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) requires every licensee to provide "accessible and real-time tools" that let players control their gambling.

Those tools cover the whole account, so a live roulette round counts against them like any other game. They are a different thing from the table minimum and maximum shown in the game window, which the guide to live casino bet limits explains. The Regulations were made on 29 June 2026 and gazetted on 30 June 2026.

Regulation 84(2) lists the threshold the tools must meet. The table sets each one out with the rule behind it. The Gazette text prints the letter (d) twice in that list, so the last two rows cite the regulation without a letter.

The Regulations require each tool but print no figures for any of them. No maximum deposit, loss or session length is set in the Gambling Control Act, 2025 or in the Regulations as gazetted. The one fixed number nearby is a floor: section 71(1) of the Act bars online bets below twenty shillings.

How does a deposit limit work with a live table?

A deposit limit counts the money you move into your gambling account. Section 73(4) of the Act lists the ways that money can arrive: debit card, electronic funds transfer, mobile money, cash or another method the Authority approves. The limit does not cap a single bet at the table; it caps what can reach the account in the period you picked.

The Act adds two stops of its own. Section 73(3) lets a licensee accept a wager only when your account already holds enough funds and you have approved their use. Section 74(1) bars the licensee from giving a player credit, so a live table cannot be funded on borrowed money from the operator.

Illustrative example: you set a weekly deposit limit of KES 3,000. The table below follows three deposits through one week.

Illustrative example: a weekly deposit limit of KES 3,000
DayDeposit (KES)Used this week (KES)Still allowed (KES)
Monday1,0001,0002,000
Thursday1,5002,500500
Saturday5003,0000

After Saturday the limit is used up for that week. What happens at the live table on Sunday does not change that figure.

What are session limits and reality checks?

Many live tables deal round after round with no closing time. Pragmatic Play, for one, says its live roulette is broadcast from its studio in Bucharest and is available 24/7. Without a clock of your own, an evening at the table can run on unnoticed.

A session limit under regulation 84(2)(b) caps the length of one sitting. A reality check is the pop-up that the Regulations describe as a notification "indicating duration of play". It breaks into the run of rounds with one plain fact: how long you have been playing.

The Regulations do not fix how often a reality check appears or how long a session may run. You pick those settings from the options the operator's tool offers.

How does self-exclusion work in Kenya?

Self-exclusion stops you gambling for a period you choose. The 2026 Regulations offer two routes, and both feed one national register that regulation 68 makes the Gambling Regulatory Authority keep and share with all licensees.

The quick route sits inside your account. Regulation 67(3) requires a "real-time self-exclusion mechanism" on every online platform, and regulation 84(2) requires an option of at least twenty-four hours linked to the national register.

The formal route runs through the Authority. Under regulation 70(1)-(2) you apply on Form 1, state the period and attach a copy of your national identity card or passport. The Authority must acknowledge the application within seven days, verify your identity, enter you in the register within seven days and confirm in writing when the exclusion starts (regulation 70(3)-(4)).

Choices printed on Form 1 (L.N. 112, First Schedule)
Part of the formOptions
Part B: scopeAll licensed gambling operators in Kenya; land-based premises only; remote or online platforms only; named operators
Part C: periodSix months; one year; two years; indefinite
Part C: early exitThe period cannot be revoked or shortened before it expires

Section 115(1) of the Act also allows a self-exclusion agreement made directly with a licensee. Under section 115(2)-(3) you then notify the Authority, which records it and informs every licensee.

What must the operator do once you self-exclude?

Section 115(5) of the Act gives an operator seven days from a written notification to put the exclusion into effect. Missing that deadline is an offence with a fine of up to one million shillings, up to one year in prison, or both.

Section 115(4) reaches your inbox and your balance. The licensee must take your details off its marketing databases within two days, close your accounts and return any funds it holds for you.

The Regulations add more. Under regulation 70(5) a registered person may not place a bet, open a gambling account, receive promotions or claim winnings. Regulation 74(1) makes the licensee deny all access, refund deposits taken in breach within seven days, cancel winnings won in breach and report the attempt to the Authority.

Regulation 73 sets the plumbing. Each existing licensee must connect its systems to the register within six months of the Regulations' commencement, block excluded players automatically and check the register every day.

Can you end a self-exclusion early?

No. Regulation 72(1) allows an application to remove or change an exclusion only once the chosen period has expired. That application goes in writing on Form SE-B, and the Authority reviews it within fourteen days (regulation 72(2)-(3)).

Regulation 69(2) lets a person ask for a specified period or for permanent exclusion. Under regulation 71(3) a permanently excluded person must wait at least three years before applying for a review. To extend a period instead, regulation 71(2) sends you back to Form 1.

Where can you get help in Kenya?

The Gambling Regulatory Authority shows a toll-free line, 0800-723-770, on its home page and on its self-exclusion page. Use the number as shown on the regulator's website.

The self-exclusion page says the process can also be started by visiting the Authority's offices in person. Form 1 itself encourages applicants to seek support or counselling from recognised health or social support providers.

This site keeps its own notice on the responsible gambling page, with the same line and the 18+ rule.

What do these tools not cover?

Limits and exclusions bind the licensee that holds your account. Regulation 82(4) makes each licensee confirm that a person is not self-excluded when it verifies identity, which links this topic to the age and identity checks on a live casino account.

No tool changes the rules, the odds or the house edge of a live game. The duties in regulation 84 fall on licensees only, and the guide to which licence a live casino operator needs shows how to check an operator against the regulator's list.

Questions and answers

Is there a legal maximum deposit for live casino in Kenya?

No maximum deposit is set in the Gambling Control Act, 2025 or in the 2026 Regulations as gazetted. Regulation 84(2)(a) of L.N. 112 instead makes every licensed operator offer a tool for setting your own daily, weekly and monthly deposit limits. You decide the figure. The only fixed amount in the Act is the minimum online bet of twenty shillings under section 71(1).

Can I self-exclude from live casino games only?

Form 1 does not offer a live-games-only option. Its scope choices are all licensed operators in Kenya, land-based premises only, remote or online platforms only, or named operators. Once you are on the register, regulation 70(5) of L.N. 112 bars you from placing a bet, opening an account, receiving promotions or claiming winnings, so the live tables on that account close to you as well.

How long does an operator have to apply my self-exclusion?

Section 115(5) of the Gambling Control Act, 2025 gives an operator seven days from a written notification to put a self-exclusion into effect, and missing it is an offence. The in-account option is faster: regulation 67(3) of L.N. 112 requires a real-time self-exclusion mechanism on online platforms. Section 115(4)(c) separately requires removal from marketing databases within two days.

What happens to the money in my account after I self-exclude?

Section 115(4)(d) of the Gambling Control Act, 2025 requires the licensee to close your customer accounts and return any funds held in them. If a deposit was taken while you were excluded, regulation 74(1)(b) of L.N. 112 requires a refund within seven days. Any winnings obtained in breach of the exclusion are cancelled under regulation 74(1)(c).

What is the toll-free gambling help line in Kenya?

The Gambling Regulatory Authority's website shows the toll-free line 0800-723-770, on its home page and on its self-exclusion page. The same page says self-exclusion can be started by visiting the Authority's offices in person. Form 1 in the 2026 Conduct Regulations also encourages applicants to seek counselling from recognised health or social support providers.
