What is the age limit for live casino in Kenya?

Gambling in Kenya is for adults of the age of majority, which in Kenya is eighteen. In its rules on registering players and paying prizes (sections 72(3) and 70(6)), the Gambling Control Act, 2025 uses the words "age of majority" and does not print a number. The 2026 Conduct of Gambling Operations Regulations (L.N. 112) do: regulation 92(1)(c) refers to "persons under the age of eighteen years".

Regulation 91(1)(a) bars a licensee from letting a child take part in any gambling activity. Regulation 92(1)(a) makes the licensee keep children out at all times while its licence is valid. Regulation 91(1) also shuts out people who are excluded, who lack legal capacity, or whom another law prohibits from gambling.

Live tables follow the same rule. The game comes from a studio, but you reach it through an account with a licensed operator, and every check is done on that account. The guide to studio and operator licences sets out who holds which licence.

What does section 72 require at registration?

Section 72(1) of the Act is the gateway. A licensee may not let anyone play an authorised game unless that person is registered as a player and holds an account with the licensee.

Section 72(2) makes the operator put mechanisms in place so that a child is not registered for an online game, lottery or bet. Section 72(3) then requires "proof of age of majority" before the registration of every player. Section 72(4) lets the Authority make further regulations to stop the registration of a child.

False details carry a direct result. Under section 72(5), a licensee that learns a person gave false information must refuse to register that person. If the account already exists, the licensee must cancel the registration at once.

Which checks do the 2026 Regulations add?

L.N. 112 appeared in the Kenya Gazette on 30 June 2026, one day after it was made. Its regulation 82(1) bars any form of online gambling without a mandatory identity check, location verification and age assurance check.

Regulation 82(2) fixes the method and the timing. The licensee must use "reliable, independent and electronically verifiable data sources" before it activates the player account and before it receives any wagering deposit.

Two more rules close the gaps. Regulation 83 prohibits anonymous gambling and the use of virtual assets for gambling or withdrawal unless the Authority approves. Regulation 41(c) requires online systems to use geo-location technology able to block access from prohibited locations.

Why is your ID checked again before a payout?

Section 70(6) of the Act requires the operator to obtain proof of age of majority before it remits a prize to a registered player. Regulation 82(3) of L.N. 112 adds that the licensee must verify the identity of any winner before it pays winnings.

Regulation 82(4) spells out what verification includes. It covers official identification documents and confirmation that the person is not self-excluded and is legally eligible to gamble under the Act. A win at a live blackjack seat passes through the same check as any other online prize.

Section 70(1) separately requires a monetary online win to be credited to your account within two days. The Third Schedule to L.N. 112 then scales the checks and the payment method with the size of the prize, as the table shows.

Why does the live table ask nothing while the account does?

Once you join a live table, no screen asks your age. The dealer runs the round, the game window takes bets, and no ID prompt appears between hands. The law places the checks earlier, on the account.

Section 72(1) means only a registered account holder can take a seat at all. Regulation 82(2) means that account cannot be activated or funded until identity, location and age are verified. By the time the stream loads, the checks are already done.

The studio supplies the game to the operator. Pragmatic Play's live casino page, for example, offers operators dedicated tables or a fully branded set-up, tailored down to language, uniforms and dealing style. The duty to check you stays with the licensee, and the guide to how live dealer streams reach your phone covers the studio side.

A click is not a check. Evolution's free-play demo site asks visitors to confirm "Yes, I am 18+" before it shows game content. A Kenyan licensee needs more than a tick box: regulation 82(2) calls for independent, electronically verifiable data.

What are the penalties around minors?

Section 109 of the Act makes it an offence to bet with a child, employ a child in betting, receive a bet through a child, or send a child any betting notice or advert. On conviction a court can impose a fine not exceeding one million shillings, a prison term not exceeding one year, or both.

The same Act treats the age check as the operator's job. Section 72(2) places the duty to keep a child off the register on the operator, not on the player or the studio.

What this guide does not cover

Identity checks also enforce self-exclusion, since regulation 82(4) makes the licensee confirm a person is not on the national register. The guide to self-exclusion and limits at a live table explains that register and how to join it.

How an operator stores your identity documents is a data protection question and falls outside this guide. Studios, game rules and licences together are covered in the guide to live casino in Kenya.
