Live casino in Kenya: how live dealer games work, from studio to payout
Live casino in Kenya means roulette, blackjack, baccarat and game shows dealt by a real person in a studio and streamed to your phone. Section 67 of the Gambling Control Act, 2025 requires the operator to hold an online casino licence, section 72 requires proof that you are an adult, and section 71 sets a KES 20 minimum stake.

A live casino game is a real table game run by a person in a studio and sent to your phone as video. You bet on a screen, the dealer spins a real wheel or turns real cards, and software settles each bet. The route from the table to your screen is set out step by step in how live dealer streams work, from studio cameras to stream delay.
Kenyan law treats a live table on a phone as online gambling. The Gambling Control Act, 2025 and the Regulations as gazetted on 30 June 2026 decide who may offer it, who may play, the smallest stake and how fast winnings are paid. Each section below covers one layer and names the rule behind it.
What is a live casino game?
Section 2 of the Gambling Control Act, 2025 defines a casino as a designated premise, or an approved virtual or online platform or site, where a person may take part in a game approved by the Authority. The same section defines online gambling as gambling in which people take part by remote communication and on the internet. A live roulette table watched and played on a phone meets both definitions.
The games are the classic ones. Roulette, blackjack and baccarat are the core tables, dealt to the same rules as on a casino floor, with a camera standing in for the seat next to you. Game shows add a large money wheel, a presenter and bonus rounds to the same basic idea.
The difference from a computer-drawn game is where the result comes from. At a live table it is physical: a ball settles in a pocket or a card is turned face up in front of a camera. In a random number generator (RNG) game, software draws the result and an animation shows it.
Four parties stand behind every live round, and each one answers to a different rule. The table below shows who does what and where the law puts its weight.
| Party | What it does | Rule that applies |
|---|---|---|
| Game provider (the studio) | Builds the tables, employs the dealers, films and streams each round, records the results | Provision of gambling software or platforms is a licensable activity, Act s.28(2)(m) |
| Operator | Holds your account and your money, chooses which tables to offer, sets table limits within the provider's platform | Online casino licence, Act s.67(1)(c); licence shown on the platform, Act s.36(3) |
| Gambling Regulatory Authority of Kenya | Licenses operators, regulates gambling, receives and determines complaints from the public | Act s.6(1), s.10(b)-(c) and s.10(m) |
| You, the player | Register, prove age and identity, fund the account, set limits, place bets | Registered account required, Act s.72(1); identity, location and age checks, L.N. 112 r.82 |
How do live dealer studios and streams work?
A live studio is a building full of real tables, each with a dealer, lighting and a set of cameras. Pragmatic Play's live casino page says its roulette game is broadcast from its studio in Bucharest and is available 24/7. The same page lists multiple 4K quality cameras and in-house video broadcasting among the studio's features.
The cameras film the table, the provider's system turns the picture into a stream, and the operator's app shows it beside a betting grid. When betting time ends, the grid locks and no new bets are taken. The dealer then spins or deals, the result is recorded, and every bet on the table is settled together.
The stream reaches you a moment after the table, and betting closes on a timer before the result is known. If your connection fails, the round still runs in the studio. How a bet placed before the drop is settled depends on the rules of that game, which the operator must display.
The pace is set by the studio, not by you. Evolution's live baccarat page says a standard baccarat round typically lasts around 48 seconds, while its Speed Baccarat version completes a round in 27 seconds. Faster rounds mean more bets per hour at the same stake, which matters when you set a loss or time limit.
Illustrative example: at 48 seconds a round, an hour holds 75 rounds; at 27 seconds it holds about 133. If you bet KES 100 on every round, that is KES 7,500 or about KES 13,300 staked in one hour at the same table limit.
One studio serves many operators. Pragmatic Play's page says operators can choose one or more dedicated tables or a fully dedicated set-up, branded from the language to the dealers' uniforms and dealing style. Two Kenyan sites may therefore show the same table, or tables dressed for one site only.
The same page lists a user interface in 28 supported languages. Language, table design and limits are all choices made between the provider and the operator before a table reaches your lobby.
Some live games add software on top of the physical result. Evolution's Lightning Roulette page says the ball is spun by an Auto Roulette wheel and, after betting time ends, the presenter pulls a lever that starts the generation of one to five Lucky Numbers. The winning pocket comes from the real wheel, while the multipliers come from what the page calls RNG Lucky Number wins.
Game shows work the same way on a bigger set. Evolution's Crazy Time page describes a money wheel hosted by live dealers, streamed in real time and running 24/7, with a Top Slot that generates multipliers for bet spots. The page lists four bonus games: Cash Hunt, Pachinko, Coin Flip and Crazy Time.
What are the rules and payouts at a live table?
Live tables use the standard rules of each game, and the help screen of every table lists its payouts. Regulation 23 of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) requires a licensee to clearly display the odds, rules and terms of each bet. It also bars a licensee from changing the terms of a bet after the bet is accepted.
House edge is the share of each stake a game keeps over the long run, built into the gap between the true odds and the payout. Return to player (RTP) is the other side of the same number. Neither figure tells you what happens in one session, where results swing widely in both directions.
Roulette
European roulette has 37 pockets: the numbers 1 to 36 and a single zero, which is how Evolution's Lightning Roulette page describes its wheel. A straight-up bet on one number pays 35:1 on a standard table, and the zero gives the house an edge of 1/37, or 2.70%, on every standard bet. A double-zero wheel has 38 pockets and an edge of 2/38, or 5.26%.
Illustrative example: bet KES 10 on each of the 37 numbers, KES 370 in all. The winning number pays 35 x KES 10 = KES 350 and returns its own KES 10 stake, so KES 360 comes back and KES 10 is lost. KES 10 divided by KES 370 is 2.70%.
Variants change the payout table, not the wheel. On Lightning Roulette a straight-up bet on a number that is not struck pays 29:1 instead of 35:1, while a straight-up bet on a struck Lucky Number pays between 50x and 500x. Evolution's page says all other bets, such as splits, corners, red or black and dozens, pay the same as standard roulette.
Every bet on the layout, with its payout and the arithmetic behind its edge, is listed in live roulette rules, bets and payouts.
Blackjack
In blackjack you play your own hand against the dealer's hand, aiming to finish closer to 21 without going over. The dealer draws by fixed rules printed in the help screen, so the only choices at the table are yours. The payout for a natural, an ace with a ten-value card as your first two cards, is the rule to check first.
Illustrative example: on a KES 100 bet, a natural paying 3:2 returns KES 150 profit, while a 6:5 table returns KES 120. That is KES 30 less on every natural, at the same stake and with the same cards.
Baccarat
Baccarat has three main bets: Player, Banker and Tie. Player and Banker pay 1:1, but a winning Banker bet is charged a 5% commission, so it returns 0.95:1, and a standard Tie pays 8:1. Evolution's live baccarat page describes a No Commission version with no 5% charge on Banker wins, where a Banker win on a total of 6 pays half the stake, 0.5:1.
Illustrative example: a KES 1,000 Banker bet that wins earns KES 1,000 less KES 50 commission, or KES 950 profit. The same KES 1,000 on Player earns KES 1,000 when it wins.
Game shows
Game shows publish an RTP rather than one house edge, because each bet spot pays differently. Evolution's Crazy Time page gives an RTP of 96.08% and says players have a 1 in 6 chance of landing a bonus round with each spin. Illustrative example: an RTP of 96.08% leaves an edge of 100% minus 96.08%, or 3.92%.
| Game and bet | Payout | House edge or RTP | Basis |
|---|---|---|---|
| European roulette, straight up (one number) | 35:1 | 2.70% edge | Derived: one zero in 37 pockets |
| European roulette, any other standard bet | Standard payout in the help screen | 2.70% edge | Derived: 1/37 on every standard bet |
| Double-zero roulette, standard bets | Standard payouts | 5.26% edge | Derived: two zeros in 38 pockets |
| Lightning Roulette, straight up, number not struck | 29:1 | Not stated on the game page | Evolution game page |
| Lightning Roulette, straight up on a struck Lucky Number | 50x to 500x | Not stated on the game page | Evolution game page |
| Blackjack natural at a 3:2 table | KES 150 profit on KES 100 | Depends on the full rule set | Payout arithmetic |
| Blackjack natural at a 6:5 table | KES 120 profit on KES 100 | Higher than the same game at 3:2 | Payout arithmetic |
| Baccarat, Player | 1:1 | Not given on the provider page | Standard rules |
| Baccarat, Banker | 0.95:1 after 5% commission | Not given on the provider page | Standard rules; Evolution baccarat page |
| Baccarat, Tie | 8:1 | Not given on the provider page | Standard rules |
| Crazy Time (game show) | Varies by bet spot and multiplier | RTP 96.08% (edge 3.92%) | Evolution game page |
How do you know a live game is fair?
A live game's fairness rests first on things you can watch. The wheel and the cards are physical, the dealer works in view of several cameras, and the result appears on screen as it happens. Cameras let you see the ball land and the cards turn, but they do not change the maths: the edges in the table above apply to every fair round.
Providers also point to licences and testing. Pragmatic Play's live casino page cites UK and Malta Gaming Authority licences, certifications for the UK, MGA, Italy, Sweden, Denmark, Romania and Bulgaria, and certification by an independent Accredited Testing Facility. Kenya is not on that list, so a provider's foreign licence tells you about the studio, not about the site you play on.
Kenyan rules bite on the operator. Regulation 45 of L.N. 112 requires the random number generator used for all games of chance to be certified by the Authority or its approved agent, and the theoretical return to player to be disclosed to the Authority. At a live table, the software draws, such as Lightning Roulette's Lucky Numbers, are the parts that fit that wording.
The operator's own systems are covered too. Regulation 41(c) of L.N. 112 requires online gambling systems to use geo-location technology that blocks access from prohibited locations. Section 36(3) of the Act requires an online licensee to display its licence on its platform, so you can see who answers for the table.
If a result looks wrong, the route is set in law. Section 68(8) of the Act requires an online operator to keep a customer care centre within Kenya, and Regulation 9(2)(e) of L.N. 112 says a matter unresolved after 72 hours, or one you ask in writing to escalate, goes to the Authority. Section 88 gives the Gambling Appeals Tribunal power to hear complaints about the outcome of gambling transactions.
Shuffles, card shoes and what each camera watches are explained in are live dealer games fair: cards, shoes and cameras.

| Appeal of an online gambling dispute within 14 days | Gambling Appeals Tribunal | Act s.80 and s.88 |
Which licence covers live casino in Kenya?
Section 28(1) of the Gambling Control Act, 2025 says no one may offer a gambling activity or service unless it is licensed under the Act. Section 67(1) creates three online licences: an online bookmakers licence, an online lottery licence and an online casino licence. A site offering live dealer tables to players in Kenya is offering online casino games, so the online casino licence is the one that matters.
The studio is a separate business with a separate role. Section 28(2)(m) lists the provision of any gambling software or platform among the activities the Authority licenses. The operator, not the studio, holds your account, takes your deposits and pays your winnings.
The Act sets conditions that protect your money. Section 29(b) requires a licensee to keep an account with an authorised financial institution registered in Kenya, into which all gambling monies are paid. Section 76(2) requires money held for players to equal at least the total of player balances at all times, with any shortfall made good within 30 days of the month end.
Ownership and presence are covered too. Section 29(a) requires a licensee to be a body corporate with at least 30% of its shares held by Kenyan citizens, and section 79(1) allows a foreign-based operator an online licence only if it is registered in Kenya with a Kenyan physical address. The Third Schedule of the Act sets the security for an online gambling licence at KES 100,000,000.
To check an operator, start with the licence on its site, which section 36(3) requires it to display. The regulator also publishes a list headed "Licensed Gaming Companies for the Trading Period 2025/26" at gra.go.ke/licensed-operators, with eight columns: No., Operators Name, Trading Name, BK, PG, PL, STATUS and DOMAINS. The page does not explain BK, PG or PL, and when it was read on 28 October 2026 it held 187 rows.
Matching the exact web address you use against the DOMAINS column is the most direct test. The full method, and the difference between the studio's role and the operator's, is in live casino licences in Kenya: studio vs operator.
Unlicensed play carries criminal penalties for the people behind it. Section 98 punishes operating without a licence with a fine of up to KES 3,000,000, up to three years in prison, or both for a first offence, and up to KES 5,000,000 or five years for a repeat. Regulation 102 of L.N. 112 extends the offence to anyone who hosts, serves domains for or processes payments for an unlicensed gambling site.
| Rule | Figure or requirement | Where it is set out |
|---|---|---|
| Licence needed to offer any gambling | Yes, for every activity or service | Act s.28(1) |
| Online licence types | Online bookmakers, online lottery, online casino | Act s.67(1) |
| Kenyan shareholding | At least 30% held by Kenyan citizens | Act s.29(a) |
| Gambling monies | Paid into an account at a financial institution registered in Kenya | Act s.29(b) |
| Security for an online gambling licence | KES 100,000,000 | Act, Third Schedule (s.40(1)) |
| Customer care centre | Within Kenya | Act s.68(8) |
| Licence displayed | On the online platform | Act s.36(3) |
| Operating without a licence, first offence | Fine up to KES 3,000,000, up to 3 years, or both | Act s.98 |
| Foreign-based operator without a licence | Up to KES 2,000,000 or 2 years (person); up to KES 50,000,000 (company) | Act s.79(3) |
What are the age and identity rules?
Gambling is for adults of the age of majority, which in Kenya is eighteen; the 2026 Conduct of Gambling Operations Regulations (r.92) bar persons under eighteen. Section 72(3) of the Gambling Control Act, 2025 requires an operator to obtain proof of age of majority before registering any player. Section 72(2) requires mechanisms that stop a child being registered for an online game.
Under section 72(1) you may only play a licensee's games if you are registered and hold an account with that licensee. Regulation 82 of L.N. 112 requires a mandatory identity check, location verification and an age assurance check before the account is activated and before the first deposit. Regulation 83 prohibits anonymous gambling, and the use of virtual assets for gambling or withdrawals, unless the Authority approves.
The checks come back at the cash-out. Section 70(6) requires proof of age of majority before a prize is remitted to a registered player, so a win does not by itself mean a payment. Identity details that do not match at that point hold the payout up.
The dealer never sees you, and the table asks you nothing. The checks sit with the operator that holds your account, which is why a live lobby can open without questions once the account is verified. Each check, and the documents it involves, is covered in live casino age and identity checks in Kenya.
Section 109 makes it an offence to bet with a child, to employ a child in betting, to take bets through a child or to send betting material to a child. The penalty is a fine of up to KES 1,000,000, up to one year in prison, or both.
What limits apply to stakes, deposits and payouts?
Section 71(1) of the Act says a player in an online gambling activity may not bet less than twenty shillings, so KES 20 is the legal floor for each online bet. Section 71(3) makes it an offence for an operator to allow a smaller online bet, with a fine of not less than KES 3,000,000, up to five years in prison, or both. No maximum stake, deposit or loss is set in the Act or the Regulations as gazetted.
Above that floor, each table sets its own range. Pragmatic Play's page says its back-end platform gives licensees control over table ranges and VIP limits, so the operator picks the minimum and maximum you see. A live table's minimum can sit above KES 20, and the maximum differs from one table to the next.
Money in is controlled as well. Section 73(3) lets a licensee accept a wager only if your account holds enough funds to cover it and you have approved those funds, and section 72(7) bars a licensee from advancing credit, allowing credit cards or meeting third-party costs to help you bet. Section 74 adds a wider ban on credit and on offers designed to make people gamble, or gamble more.
Winnings have deadlines. Section 70(1) requires a licensee to credit a monetary online win to your account within two days. The Third Schedule of L.N. 112 then sets how fast a prize is paid out, by size.
| Prize size | How it is paid | Deadline |
|---|---|---|
| Up to KES 500,000 | Automatically, to your registered mobile money wallet or gambling account, after basic identity verification | Immediately |
| KES 500,001 to KES 5,000,000 | Mobile money or bank transfer, after ID, ticket and basic anti-money-laundering checks | Within five working days |
| KES 5,000,001 to KES 50,000,000 | Bank transfer only, after full verification and enhanced anti-money-laundering checks | Within fourteen working days after verification |
| Above KES 50,000,001 (jackpot) | Secure payment arrangements, financial counselling offered, structured payouts possible | Within thirty working days after verification |
Illustrative example: a KES 12,000 win at a live blackjack table falls in the first tier, so it is due in your registered wallet or account immediately. A KES 600,000 win falls in the second tier, with up to five working days after the checks.
Late payment has a cost for the operator. Under Regulation 101 of L.N. 112, a licensee that fails to pay winnings within fourteen days is liable to a penalty of 5% of the winnings, payable to the Authority. The same regulation adds interest of 5% per day, owed to the player, for the next 21 days.
Which tools and protections can you use?
Regulation 84 of L.N. 112 requires operators to give you real-time control tools. They include deposit limits set on a daily, weekly and monthly basis, loss, session and expenditure limits, and reality checks that pop up to show how long you have been playing. The same regulation requires a self-exclusion option of at least 24 hours, linked to the national register.
Live tables make these tools more useful, not less. Rounds run on the studio's clock, so a session limit or a reality check is the pause that the table itself does not give you.
Self-exclusion goes further. Section 115(1) of the Act lets a person who recognises that their gambling is harmful enter a self-exclusion agreement with a licensee covering all gambling, including online gambling. Regulation 67(3) of L.N. 112 requires online platforms to offer a real-time self-exclusion mechanism.
You can also apply to the Authority on Form 1 under Regulation 70, attaching a copy of your national ID or passport, and the Authority acknowledges within seven days. Form 1 offers periods of six months, one year, two years or an indefinite period, and the period cannot be shortened before it ends. Once you are registered, Regulation 70(5) bars you from placing a bet, opening a gambling account, receiving promotions or claiming gambling winnings.
Operators carry duties once you self-exclude. Section 115(4)(c) requires your removal from marketing databases within two days, section 115(5) makes failure to implement a written request within seven days an offence, and Regulation 74(1) requires deposits taken in breach to be refunded within seven days. The tools are walked through with examples in responsible gambling tools at a live casino table.
Help costs nothing to call. The regulator's website shows a toll-free line, 0800-723-770, for assistance. Section 80 of the Act lets a party to an online gambling dispute appeal to the Gambling Appeals Tribunal within fourteen days of the dispute.
What this page does not cover
This page explains how live games work and the rules around them. It does not rank operators, list bonuses or offer tips. Tax on deposits and withdrawals, side bets and the mobile data a stream uses are separate topics with their own rules.
Gambling should stay a paid-for pastime, played with money you can afford to lose. If it stops feeling that way, set a limit, take a break or call the toll-free line.
Questions and answers
Is live casino legal in Kenya?
Live casino is a licensable activity in Kenya, not a banned one. Section 28(1) of the Gambling Control Act, 2025 forbids offering any gambling unless it is licensed, and section 67(1) creates the online casino licence that covers live dealer tables. Section 98 makes operating without a licence an offence, with a fine of up to KES 3,000,000, up to three years in prison, or both for a first offence.
How old must you be to play live casino in Kenya?
You must be an adult of the age of majority, which in Kenya is eighteen. Section 72(3) of the Gambling Control Act, 2025 requires proof of age of majority before registration, and the 2026 Conduct of Gambling Operations Regulations (r.92) bar persons under eighteen. Regulation 82 adds identity, location and age assurance checks before the account is activated and before the first deposit.
How can you tell if a live dealer game is fair?
Watch what the cameras show and read what the table displays. The wheel and cards are physical, and Regulation 23 of L.N. 112 requires the odds, rules and terms of each bet to be shown clearly and left unchanged after acceptance. Regulation 45 requires random number generators, such as those behind multiplier features, to be certified by the Authority or its approved agent. None of this changes the house edge.
What is the minimum bet at a live casino table in Kenya?
Section 71(1) of the Gambling Control Act, 2025 sets KES 20 as the smallest online bet, and section 71(3) makes it an offence for an operator to allow less. A live table's own minimum is chosen by the operator within the provider's platform and can be higher. No maximum stake, deposit or loss is set in the Act or the Regulations as gazetted, so each table states its own maximum.
How fast must winnings from a live table be paid in Kenya?
Section 70(1) of the Gambling Control Act, 2025 requires a monetary online win to be credited to your account within two days. Under the Third Schedule of L.N. 112, prizes up to KES 500,000 are paid immediately to your registered wallet or account, and prizes up to KES 5,000,000 within five working days. Regulation 101 adds a 5% penalty if winnings stay unpaid after fourteen days.
Where can you get help with gambling in Kenya?
The regulator's website shows a toll-free line, 0800-723-770. You can set deposit, loss and session limits in your account under Regulation 84 of L.N. 112, self-exclude in real time on the platform under Regulation 67(3), or apply to the Authority on Form 1 for six months, one year, two years or an indefinite period. Complaints go to the operator first, then to the Authority after 72 hours.
